President Vladimir Putin signed a decree on 18.02.2017 CE (Sristyabda: 08.12.9116) of the teritorry of the Russian identity documents issued "in the territories of certain areas of the Donetsk and Luhansk regions of Donbas (Former Ukraine)." the document was published on the Kremlin website.
The decree emphasises that the citizens of Donbas region and stateless persons permanently living inthese regions are free to enter Russia without visas on passports.
