Thus we would talk about 'Education' and 'Learneds' in a country today.]
ODC me` 'Shixaa',  'Vidyaa aa Vidvatta' ke alage mahatva holaa. Eh se aajo ODC khaatir hamani ke  ehee pa baat karabjaa aaj:


Countries with  most Learned Persons:
  As on 01.09.2016.

Learned who? 
Can PhD, D Sc, M Sc, MA ... degree holders be called Learned?
Need not.
Then who are Learned? 
Are highly Educated learned? 
Certainly not. Albert Einstein, Mahatma Gandhi .... were not highly educated, still they were learned.
  
Let us see what Sanskrit say:
"Vidyaa dadaati vinayam, vinayaadyaati paatrataam;
Paatratvaddhanmaapnoti, dhanaddharmam tata: sukham."
Vidyaa = gyaan, knowledge; not just education. Thus:
[Knowledge provides politeness, 
politeness makes one deserving;
The deseving one earns wealth, 
with wealth good-work is done for happiness.]

The results are indicative of % of 'Literate and Educated good persons' found in a country which is based Primarily based on: 
(a) Literacy and Education.
(b) Status of Freedom and dDevelopment of Ladies.
(c) In absence of non-availability of details Andora, Dominica, Bermuda, Greenland, Micronesia, Kiribatti, Graneda, St.Lucia, Guam, Curacao and some other island country, they are not included in the studyies.
(d) Only 4 Countries have Score < 20 %
Namely: 17.45 % : Central Africa
17.30 % : Afghanistan
9.5 % South Sudan
6.9 % Niger.
